What is a LOMA?

A Letter of Map Amendment (LOMA) is an official FEMA determination that a property or building on natural ground sits above the Base Flood Elevation. If approved, the structure is removed from the high-risk flood zone, and your lender may no longer require flood insurance. Nexgen Logix can prepare the elevation data and LOMA application for you.

If your lender requires flood insurance because FEMA's maps show your home in a high-risk flood zone, but your building sits on ground that is higher than the mapped flood level, a Letter of Map Amendment (LOMA) may help.

A LOMA is an official FEMA determination that a specific property or structure, on natural ground, sits above the Base Flood Elevation (BFE) and should not be in the Special Flood Hazard Area. If FEMA approves it, the structure is removed from the high-risk zone, and your lender may no longer require flood insurance. FEMA charges no fee for a standard LOMA review.

LOMA vs LOMR-F

  • LOMA: for property on natural, undisturbed ground that is already above the BFE.
  • LOMR-F (Letter of Map Revision based on Fill): for property raised above the BFE by placing fill. It typically needs community sign-off as well.

How it starts: an elevation certificate

Most LOMA requests start with surveyed elevations, usually an elevation certificate or a FEMA elevation form, compared with the BFE on the effective flood map. If you already have a recent elevation certificate, send it to us and we will tell you whether it can be used.

Our process

  1. Request a quote: share the address and your lender's flood determination.
  2. Map review: we review the flood zone, FIRM panel and BFE for the site.
  3. Field survey: we measure the lowest adjacent grade and other required elevations.
  4. Documentation: a licensed Florida Professional Surveyor and Mapper certifies the elevation data for the application.
  5. Submission support: we help you or your agent submit to FEMA, often through the online eLOMA / LOMC process.

If FEMA removes the structure from the Special Flood Hazard Area, the federal mandatory purchase requirement no longer applies, but your lender can still require coverage. Ask your lender how they treat an approved LOMA.

No. A LOMA changes the regulatory flood zone for your structure; it does not remove flood risk. Many owners keep lower-cost flood coverage.

FEMA charges no fee for a standard LOMA review. The survey work is quoted per property; request a quote.

Usually you need surveyed elevations. We will tell you whether an existing EC is enough or a new survey is needed.
